[Mead] cidr (about nidf.dir and nidf.pag)

The cidr download should have included nidf.dir and nidf.pag in the  
clusters directory.  If they're not working, then it may be because you  
are running linux.  We've had trouble using dbmopen on linux before.   
Try using tie instead.  I think the syntax is " tie %nidf, "DB_File",  
nidf", but I'm not sure.
