You need to tokenize it first and create a file similar to enidf.txt

Then follow the instructions in the mead documentation.

Subject: [Mead] problem in MEAD installation

I am using ActivePerl on Windows. I have some problems
when installing MEAD. If I am not wrong, it is in the
Text Iconv section. I have also tried to install
directly from the text iconv makefile but I still get
the same error message.

Text::Iconv is not installed on this machine.

Failed to find iconv, please check your settings and
re-run as:
/usr/bin/perl.exe Makefile.PL LIBS='-L/path/to/lib'
